Self-Funding: Basic and Advanced Concepts - WIth Case Studies

PRESENTER:  Dean Hoffman - owner of Dean M. Hoffman, LLC consulting firm
This three credit hour session is geared towards agents, brokers and consultants who are either new or seasoned in the concept of self-funding group health plans. Mr. Hoffman breaks down TPA and ASO funding models into easy-to-understand segments and explains the “plug and play” approach to claims administration, stop loss, disease management, pharmacy plans and data integration. He also provides an in-depth review of stop loss “contract types”—12/12, 15/12, 12/15, 15/18—terminal liability and how they work with the employer’s risk tolerance and financial goals, including the emerging use of group captives for stop loss. Mr. Hoffman will provide information to smooth out potential gaps and help facilitate the renewal process. Self-funding group health plans is not a new concept for larger employers; however many smaller employers are seeking this funding method as result of healthcare reform. Those new small group stop loss contracts will be addressed. Time will be allotted for several real life case studies to provide a “hands on” experience for workshop attendees. During this session you will: 
• Consider the pros and cons of a self-funded plan
• Learn the differences between TPA and ASO models
• Understand the stop loss function and contract variations
• Learn what the liability issues are and how they work with the employer’s financial goals 
• Review the surge in small group self-funding and their specialty stop loss contracts
• Review the emerging use of Stop Loss Captives for group plans  

This program will provide three hours of Life & Health CEUs for Nebraska and Iowa, pending approvals.

Our presenter, Dean Hoffman, has been in the employee benefit industry for more than 35 years with an emphasis in large group employee benefit plans.  Mr. Hoffman has expertise in a broad range of employee benefits including prescription plan analysis and all funding arrangements including conventionally insured, minimum premium, retrospective, experience refund, stop loss and self-funding. 

Professional affiliations include a 25 year membership in the National Association of Health Underwriters (NAHU) www.nahu.org and the Wisconsin Association of Health Underwriters (WAHU), Past President (2004)  www.eWAHU.org. He has been a long-time advocate on legislative issues affecting employee benefit industry; hosting Congressional briefings for members of Congress and the Wisconsin legislature about the health insurance marketplace and its delivery system. In addition to having served on the NAHU board of trustees, he has volunteered for a number of the organization’s committees. He most recently chaired NAHU’s 2011-2012 Professional Development Committee and chaired the NAHU Membership Committee in 2009-2010.
